TIN Sri Lanka 2026: How to Get Your Taxpayer Number
Learn who needs a Sri Lankan TIN, how to register online, required documents, and which transactions need a TIN certificate from 1 November 2026.
If you have recently tried to open a bank account, register a business, deal with a vehicle, buy property, or apply for a credit card, you have probably heard three letters appearing more often:
TIN.
But what exactly is a TIN? Does having one mean you have to start paying income tax? Does every Sri Lankan need one? How do you get it? What happens if you have lost your certificate?
And, more importantly, what changes from November 2026?
This guide answers those questions in plain language. If you are ready to register, start at the official IRD TIN registration service.
Quick answer: A TIN, or Taxpayer Identification Number, is a unique identification number issued by the Inland Revenue Department of Sri Lanka when a person or organisation registers as a taxpayer. For resident individuals in Sri Lanka, obtaining a TIN became mandatory for people aged 18 or above under the registration rules introduced from 1 January 2024. Inland Revenue Department
What Changes from 1 November 2026?
This is one of the most important updates for anyone reading this guide in late 2026.
The Inland Revenue (Amendment) Act No. 11 of 2026 introduced provisions requiring a TIN certificate for a number of transactions. The Act refers to the requirement with effect from 1 April 2026, while IRD Circular SEC/2026/E/07, issued on 22 September 2026, states that the implementation procedure will take effect from 1 November 2026. For practical purposes, individuals should be prepared for these TIN-certificate checks from 1 November 2026. The IRD's public notice confirms that date.
Transactions Where a TIN Certificate Will Be Required
From that date, the IRD circular requires applicable individuals to produce a valid TIN certificate when carrying out the following transactions:

Yes, "opening an account" includes more than a current account
The new circular specifically defines an account broadly. It includes:
- savings accounts;
- term deposits;
- current accounts; and
- other deposit accounts maintained with a financial institution.
For a joint account, each account holder is considered separately for TIN purposes. Inland Revenue Department
This is an important difference from some of the earlier public discussions around TINs, which often focused only on current accounts.
Does This Mean Existing Bank Accounts Will Be Closed Without a TIN?
The September 2026 circular specifically lists the transaction as "to open any account".
It does not state that an existing savings or current account must automatically be closed simply because the account holder has not submitted a TIN certificate under this particular procedure. Inland Revenue Department
Banks may, however, have separate tax-reporting or customer-information requirements under other rules.
Who Is Exempt from the New TIN-Certificate Submission Requirement?
The September 2026 circular provides several specific exemptions.
The certificate-submission requirement does not apply to:
- an individual who has not yet reached 18 at the date of the transaction;
- a non-resident individual for Inland Revenue Act purposes;
- an individual whose TIN-registration application has been refused by the Commissioner-General, where the required refusal documentation is obtained;
- individuals or organisations entitled to relevant diplomatic privileges; and
- non-individual entities such as companies, partnerships, government institutions, societies, funds, trusts, unit trusts, NGOs and other institutions for this particular certificate-submission procedure. Inland Revenue Department
That last point can initially sound confusing.
A company can still be required to have a TIN. The exemption above relates specifically to the certificate-submission procedure in the September 2026 circular, not a blanket exemption from taxpayer registration.
What Is a TIN in Sri Lanka?
TIN stands for Taxpayer Identification Number.
It is the unique number used by the Inland Revenue Department (IRD) to identify a person or entity within Sri Lanka's tax administration system.
Think of it as your identification number for dealings with the Inland Revenue Department.
A Sri Lankan TIN is generally a nine-digit number. The IRD's current TIN certificate format displays the taxpayer's name, address, date of issue and nine-digit TIN. Inland Revenue Department
A TIN can be issued to individuals, partnerships, companies, trusts and other organisations. Inland Revenue Department
A TIN Does Not Automatically Mean You Owe Tax
This is probably the biggest misunderstanding surrounding TIN registration in Sri Lanka.
Getting a TIN and being required to pay income tax are not the same thing.
Your TIN simply registers and identifies you within the IRD system.
Whether you actually owe income tax depends on factors such as:
- your assessable and taxable income;
- applicable exemptions;
- personal and other reliefs;
- withholding taxes already deducted; and
- the type of income you receive.
For years of assessment beginning on or after 1 April 2025, the general personal relief available to resident individuals and non-resident Sri Lankan citizens is Rs. 1,800,000 per year, subject to the rules and exceptions in the Inland Revenue Act. Inland Revenue Department
So you can be:
TIN holder → but have no income tax payable.
That distinction is important.
Who Needs a TIN in Sri Lanka?
Resident Individuals Aged 18 or Above
Under Extraordinary Gazette No. 2334/21, Sri Lanka expanded taxpayer registration requirements.
From 1 January 2024, a resident individual is required to register if they:
- were aged 18 or above on 31 December 2023; or
- turn 18 on or after 1 January 2024, once they reach that age.
In other words, the general rule today is straightforward:
If you are a resident individual in Sri Lanka and you are 18 or older, you should have a TIN.
This requirement is not limited to people who have jobs or businesses. It can therefore apply to students, people who are currently unemployed and others who may have little or no taxable income. Inland Revenue Department
What About the Earlier TIN Categories?
Before the broader 18+ requirement took effect, Gazette No. 2334/21 had already required several groups to register from 1 June 2023.
They included certain registered professionals, business owners, some vehicle owners, property owners, people obtaining building-plan approval, employees meeting specified provident-fund contribution criteria and certain service providers. Inland Revenue Department
For most adult resident individuals, however, the later 18-or-over rule now makes the question much simpler.
What If You Are a Sri Lankan Living Abroad?
This is where tax residency matters more than citizenship alone.
The IRD clarified in 2024 that the general age-based registration requirement under Gazette No. 2334/21 applies to resident persons in Sri Lanka and does not automatically apply to Sri Lankan non-residents merely because they are citizens. Inland Revenue Department
However, a non-resident can still need a TIN for other reasons — for example, if they have a tax liability, business activity or another registration requirement in Sri Lanka.
The latest 2026 IRD circular also provides an exemption for non-resident individuals from the new TIN-certificate submission procedure discussed later in this guide. Inland Revenue Department
Tax residency can be more complicated than simply asking whether you have been overseas for a few months, so someone with significant overseas residence, employment or Sri Lankan-source income should check their position carefully.
Companies Have Their Own TIN Registration Requirement
The Inland Revenue (Amendment) Act No. 11 of 2026 introduced a clear requirement for companies.
Every company incorporated or registered in Sri Lanka must register with the Commissioner-General of Inland Revenue within 30 days of incorporation or registration. Inland Revenue Department
So business owners should not confuse the rules applying to an individual's personal TIN with the registration requirements applying to their company or other business entity.
How to Get a TIN in Sri Lanka
There are three official routes identified by the IRD:
- online registration;
- in-person registration; and
- registration through post.
The easiest option for most people is online registration through the IRD e-Services system. Inland Revenue Department
How to Apply for a TIN Online
Step 1: Go to the IRD e-Services Section
Visit the official Inland Revenue Department website and navigate to:
e-Services → Access to e-Services → Taxpayer Registration
The IRD's registration portal includes a dedicated TIN Registration service. Inland Revenue Department
Step 2: Select the Correct Registration Type
Choose the registration category that applies to you.
For an ordinary Sri Lankan individual, this will generally be the relevant local individual registration option.
Businesses, partnerships, foreign persons and other entities have separate registration categories.
Step 3: Enter Your Personal Information Carefully
You will be required to enter identifying and contact information.
Make sure the details match your official documents.
Pay particular attention to your:
- National Identity Card details;
- full name;
- residential address;
- mobile number; and
- email address.
The IRD specifically recommends providing an accurate email address and mobile number because these are important for future communication and e-Service access. Inland Revenue Department
Documents Needed for an Individual TIN
For a straightforward individual registration, you should normally prepare your:
1. National Identity Card
For Sri Lankan individuals, your NIC is the main identification document.
For foreign nationals, a valid passport is generally required. Inland Revenue Department
2. Proof of Address — If Necessary
If your current address is different from the address on your identification document, the IRD guidance lists documents such as:
- a utility bill;
- bank statement or passbook; or
- Grama Niladhari certificate. Inland Revenue Department
3. Business Registration Certificate — If You Are Adding a Proprietorship
If the TIN registration also relates to a sole proprietorship, the relevant business registration certificate may be required. Inland Revenue Department
Step 4: Upload the Supporting Documents
When applying online, upload the requested supporting documents under the appropriate document categories.
Make sure your scans or photographs are:
- readable;
- not cropped;
- correctly oriented; and
- consistent with the information entered in the application.
Incorrect or unclear documentation can slow down registration.
Step 5: Select the Purpose of Registration
The online registration system asks for a purpose of registration.
Choose the option that best matches your circumstances.

Step 6: Check the Declaration and Submit
Before submitting the application, check everything carefully.
The IRD registration process requires the applicant to confirm that the information supplied is true, correct and complete. Inland Revenue Department
After submission, you should receive an acknowledgement number.
Keep it.
It can be useful if you need to contact the IRD about the status of the application. Inland Revenue Department
How Long Does Online TIN Registration Take?
An older IRD online-registration guide states that a notification may be issued within five working days after successful submission. However, actual processing times can vary, particularly when registration volumes are high or additional verification is required. Inland Revenue Department
For that reason, don't wait until the morning you need to open a bank account or register a vehicle.
If you know you will need a TIN soon, apply early.
How Much Does It Cost to Get a TIN?
The IRD FAQ lists no fee for obtaining taxpayer registration services. Inland Revenue Department
Be cautious if someone claims you must pay them simply because obtaining a TIN itself supposedly has a government registration fee.
You may choose to use a professional adviser for assistance, but that professional's fee is separate from the IRD registration service itself.
How to Get a TIN in Person
If you prefer not to register online, you can obtain assistance from the IRD.
The current IRD service information identifies the Primary Registration Unit as the unit responsible for issuing TINs.
Its location is:
Primary Registration Unit, 2nd Floor, Inland Revenue Department, Sir Chittampalam A. Gardiner Mawatha, Colombo 02.
TIN registration can also be handled through relevant regional IRD offices. Inland Revenue Department
Bring your original supporting documents and any required copies.
Can You Apply by Post?
Yes. The IRD's registration information continues to identify postal registration as an available registration method alongside online and in-person applications. Inland Revenue Department
For most individuals with internet access, online registration is a convenient starting point.
What Happens After You Receive Your TIN?
Getting your TIN is only the first layer of the IRD system.
Depending on your situation, you may later need to:
- register for a particular tax type;
- request an IRD PIN;
- file a tax return;
- make tax payments;
- update your taxpayer details; or
- use another IRD e-Service.
The IRD specifically distinguishes between registering as a taxpayer to receive a TIN and registering for an applicable tax type. Inland Revenue Department
TIN vs IRD PIN: They Are Not the Same Thing
This causes a lot of unnecessary confusion.
TIN
Your TIN identifies you as a taxpayer.
IRD PIN
Your IRD PIN is used to access the IRD's online e-Services.
The IRD states that a taxpayer must first have a TIN before requesting a PIN for online services. Inland Revenue Department
A simple way to remember it is:
TIN identifies you in the tax system. PIN helps you access your tax account online.
The current PIN-request service can send a PIN to the email address already registered with the IRD when the information matches its records. eServices IRD
Unlike your TIN, you should treat your PIN as a private account-access credential.
What If You Already Have a TIN but Don't Know the Number?
Do not immediately create another registration application.
Instead, use the IRD's Verify IRD Registration/Certificate facility.
The current e-Services portal provides a verification service for checking IRD registration and certificates. eServices IRD
This becomes particularly useful under the November 2026 rules.
The latest IRD circular states that a printout from the online verification system showing the individual's NIC number and TIN can be accepted as an alternative to the original official TIN certificate. Inland Revenue Department
Do You Need the Original TIN Certificate?
Not necessarily.
Under the September 2026 circular:
- a photocopy of the TIN certificate may be submitted;
- a qualifying IRD verification printout can be used instead; and
- officials may also accept soft copies of the relevant certificate. Inland Revenue Department
This is a useful practical change because losing the original paper certificate does not necessarily prevent you from completing one of the specified transactions.
What If You Lost Your TIN Certificate?
First, try the IRD registration-verification service.
If you genuinely need a duplicate certificate, the IRD's FAQ also describes a process for issuing a duplicate where the original has been lost or misplaced, historically requiring an affidavit. Inland Revenue Department
For many situations after November 2026, however, the online verification printout or accepted electronic copy may be sufficient under the newer circular. Inland Revenue Department
Can You Change Your Address, Email or Other Details Later?
Yes.
Taxpayer information should be kept up to date.
The IRD allows taxpayer-profile information to be updated through its e-Services system and through the relevant IRD units or regional offices.
The department particularly stresses keeping your mobile number and email address accurate, because they are used for online services and taxpayer communication. Inland Revenue Department
Do not ignore an old phone number or email address in your tax profile until the day you suddenly need an OTP or PIN.
Updating it early can save considerable frustration later.
Is a TIN Secret?
Interestingly, under the 2026 amendment, the law expressly states that a TIN is not secret or confidential information for the purposes of the Inland Revenue Act. Inland Revenue Department
That does not mean you should casually post photographs of your complete TIN certificate on social media.
The certificate may contain other identifying information such as your name and address.
So the sensible rule is:
Provide your TIN when legitimately required, but don't unnecessarily publish personal tax documents online.
And never confuse the TIN with your private IRD PIN or other login credentials.
What Happens If You Don't Register for a TIN?
Failure to register where registration is legally required can have consequences.
Section 177 of the Inland Revenue Act provides for a penalty not exceeding Rs. 50,000 for a person who fails to register as required by Section 102 or fails to notify certain required taxpayer-information changes. Inland Revenue Department
The 2026 amendments also introduced a prosecution procedure for certain continuing failures to comply with the Inland Revenue Act.
Where a person fails to register as required under Section 102, the Commissioner-General can issue a written notice requiring compliance within 30 days. A person who then fails to comply without reasonable cause may commit an offence and, on conviction, may face a fine of up to Rs. 400,000, imprisonment for up to six months, or both. Inland Revenue Department
That is a much more serious situation than simply forgetting to print a certificate.
For the average person, the easiest approach is simply to complete the registration properly before the TIN becomes urgently needed.
Does a Student Need a TIN?
If the student is a resident individual aged 18 or above, the general registration requirement applies regardless of whether they currently have taxable employment income. Inland Revenue Department
So:
18+ student with no job → may still be required to have a TIN.
Again, having the TIN does not itself mean that student suddenly owes income tax.
Does an Unemployed Person Need a TIN?
The same principle applies.
If the individual is a resident adult covered by the registration requirement, being unemployed does not by itself remove the TIN-registration requirement.
Income tax liability is a separate question. Inland Revenue Department
Do Children Need a TIN?
The broad age-based registration requirement applies from age 18.
The September 2026 circular also explicitly exempts individuals who have not reached 18 from its specified TIN-certificate transaction requirement. Inland Revenue Department
There may still be specialised tax situations involving minors, so unusual cases should be checked separately.
Do You Need a TIN to Open a Bank Account?
Under the IRD's September 2026 implementation circular, from 1 November 2026, applicable individuals must produce a valid TIN certificate when opening an account at a financial institution. Inland Revenue Department
This includes savings accounts, term deposits, current accounts and other deposit accounts.
For a joint account, each account holder is considered separately.
Do You Need a TIN for a Credit Card?
Under the same procedure, obtaining a credit card is one of the specifically listed transactions requiring TIN-certificate verification for applicable individuals from 1 November 2026. Inland Revenue Department
Do You Need a TIN to Renew a Vehicle Revenue Licence?
Yes, renewal of a motor-vehicle licence is among the transactions covered by the new TIN certificate procedure for applicable individuals. Inland Revenue Department
Vehicle registration is also included.
Do You Need a TIN When Buying or Registering Land?
Registration of land or title to land is another transaction included in the 2026 requirement. Inland Revenue Department
If you expect a property transaction, don't leave TIN registration until the last moment.
Do You Need a TIN to Register a Business?
Business registration is also included in the list of specified transactions under the 2026 procedure. Inland Revenue Department
Remember that your personal TIN and the registration requirements that may apply to a company, partnership or other entity are not necessarily the same thing.
A TIN Does Not Replace VAT or Other Tax Registrations
Another important misconception is that obtaining a TIN means you are automatically registered for every Sri Lankan tax.
You are not.
TIN registration identifies the taxpayer.
Where applicable, separate tax-type registration may still be required for things such as:
- Individual Income Tax;
- corporate income tax;
- VAT;
- withholding-related obligations;
- Social Security Contribution Levy; or
- other applicable tax types.
The exact requirements depend on the taxpayer's activities, income and turnover. Inland Revenue Department
TIN Registration Checklist
Before starting your registration, it helps to have everything ready.
For an ordinary individual, prepare:
- your NIC;
- your current address;
- proof of address if it differs from your NIC;
- an active mobile number;
- an active email address;
- clear digital copies of required documents;
- business-registration documents if adding a proprietorship; and
- enough time to carefully check the application before submitting it.
After submission, keep your acknowledgement number and watch the email address and phone number you supplied.
Common TIN Mistakes to Avoid
Using an email address you no longer check
Your registered email becomes particularly important when requesting an IRD PIN or receiving future communication.
Entering a name that does not match your identification
Use your official details rather than nicknames or shortened versions.
Applying again because you forgot your old TIN
Check the IRD registration-verification service first.
Thinking "I don't earn enough to pay tax, so I don't need a TIN"
TIN registration and income-tax liability are separate issues.
Waiting until you need a bank account, vehicle licence or property registration
From November 2026, several everyday transactions will involve TIN-certificate verification.
Getting registered beforehand can prevent unnecessary delays.

TIN registration in Sri Lanka is becoming much more than something only business owners or high-income earners need to think about.
For most resident adults aged 18 or above, having a TIN is now part of being properly registered with the Inland Revenue Department.

And remember the single most important point:
Having a TIN does not automatically mean you have tax to pay. It means the Inland Revenue Department can identify you within Sri Lanka's tax system.
If you are already 18 or older and haven't checked whether you have a TIN yet, doing it before you urgently need one could save you a considerable amount of time later.
